and.i'll address that in this call too.we linked to uh last month's county.level data but.um we'll send that out as a correction.it's still available on lmi gateway but.okay i think everyone uh.has joined thanks so much it's the um.cdli weekly ui workload and update.press call uh today combined with august.employment situation.and we have ryan genny senior economist.and jeff fitzgerald.unemployment insurance division director.as you all know.it's been a exciting week for us uh.not a lot of sleep for uh our ui folks.jeff and i.um as we as you know dealt with.some unexpected issues with regard to.lwa which of course we will speak to and.answer questions about.um and then we'll provide a quick update.on where we are with.virtual agent functionality and.callbacks.and then just move quickly into ryan's.presentation because he has a lot of.data to share.i will recognize that we are overlapping.with the state's budget forecast today.so um.i will certainly give you as much time.as you like to ask questions but i also.know we're competing with another.a significant update and so we'll keep.that in mind as well.so as we um reported and i issued a.statement yesterday.and it's spoken to many of you last.friday.we began a soft launch of the required.certification process for the lost wages.assistance program.again lwa is a federally funded.300 a week benefit for up to six.weeks for states who applied almost.every state minus one or two did apply.and receive funding for up to six weeks.of federally funded benefits from.fema claimants must be eligible.for a minimum minimum of a hundred.dollars.uh in benefits that doesn't mean they're.receiving a hundred dollars in benefits.a week that just means they must be.eligible for a hundred dollars in.benefits a week.and it's available to both regular ui.and pua pandemic.unemployment assistance claimants.regular ui.per federal requirements must certify.that they are unemployed as a result of.covid.pua claimants already have that.certification built into their.weekly certification that they do to.receive benefits so that is not required.for pua claimants.um friday we rolled out again the soft.launch of the certification process.through the virtual agent tool the.certification can be done.online or by phone i saw about.six to eight thousand certifications.trickle in over the.the weekend on monday we.monday evening deployed an email to.about 220.000 regular ui claimants notifying them.of the new ability to certify through.the va.um as we experienced early on in the.pandemic when folks were trying to apply.for benefits.the system was simply overwhelmed.and struggled to to meet the demand for.certifications so we worked with our.vendor.partners and internal i.t staff.deployed a number of potential solutions.over the.the next 48 hours and yesterday morning.we're able to deploy a more stable.solution.that once again allowed folksin to.certify.with greater stability and expanded.capacity.so since rolling out that fix yesterday.morning.we've had about 34 000 individuals.certified.we've encountered no issues as we saw.monday tuesday and wednesday.with regard to individuals having the.ability to get in and successfully.certify.the virtual agent does ask for social.security number and zip code.and you may have heard of a few.claimants saying that their.their response is they're not eligible.this could be for a variety of reasons.um number one claimants need to make.sure that they are putting in.the exact zip code that they used when.they filed for benefits.um if they've moved certainly it won't.recognize that new zip code.they need to make sure they are putting.in the correct ssn.they need to make sure that they are in.fact eligible for.a hundred dollars a week minimum in.benefits.um and it really is a very quick process.unfortunately early on uh the system.just could not meet the demand.um so where we are right now we sent our.first file to the bank.last night and about.28 000 claimants now will receive a.total of 24 million.in the lwa benefits.it depends on their method of payments.that they chose either a debit card or.direct deposit and also the requirements.of their financial institutions.but we estimate it will take about three.business days for.individuals to see these benefits we'll.be paying these benefits six days a week.so it won't be paid after a payment.request date on a sunday as an example.we'll be making payments every day.except for sunday.um the total amount of benefits that we.have been provided through these funds.are 553 million.we'll be paying these in two lump sums.and the reason for this is we want to.ensure greater.um equity and distribution of the.benefits.so in other words we will pay the first.three weeks first.so an individual will get a 900 lump sum.payment.and then late next week we'll begin the.second round of benefit payments for the.last three weeks of available benefits.and again.we want to ensure that we have the.greatest equity and distribution.benefits.[Music].so individuals who encountered these.technical issues and requested a.callback sometime this week we will we.will actually triage those.and take care of their issues separately.so they will not be taking up space in.the callback queue.um and i think with that i might.stop we have another 94 000..um and jeff can keep me honest here in.claims set for payment processing um.this evening.so i am going to stop that's a lot of.information and i'm sure i missed.something jeff.what did i miss uh you i don't think you.missed much the only thing i would say.is in spite of the fact that we're.paying in two installments.claimants only need to certify once they.do not have to go in twice to certify.they go in once they get it done it it.takes care of the needs for.for all weeks involved.great questions.um we recognize uh i.t systems are not.perfect.um we certainly.experienced the demand for uh support.and information early on during the.pandemic we didn't see the activity into.the system based on just.um launching it on friday that we had.hoped to see.um hence the email to all eligible.individuals.oh i should also um just note that after.we deployed the fix yesterday we.again notified all 220 000.claimants for whom we have emails that.the system was in fact.up and please attempt your certification.again.okay would you like me to address those.questions here.sure uh when do we expect all payments.to have been sent out that's a good.question.we haven't set an end date as of yet.however if um if.claimants are timely in their.certification then our goal is to.see that both installments of the.payments are made in advance of the 30th.of the month.so our goal again it requires in some.cases if they're not on.pandemic unemployment assistance it.requires action on their part.so assuming that claimants are are.timely in their certification they.should get both installments of the.payments before the end of the month.uh and blair yes.that is accurate you heard that.correctly 28k um.28 000 people got paid last night and 94.000 as of this moment but that will.continue to grow throughout the day as.people certify.so that's uh um no less than 94 000.will get paid tonight and it all said.that's about a third.of eligible claimants for lwa.and uh tamara to your question all pua.claimants will get lwa and for the weeks.uh july 26 to september 5th that's about.68.000 pua claimants.[Music].what else.okay well let's move on to where we are.with.um our callbacks so since deploying the.virtual agent solution this is online.and.by phone callback request if needed or.self-service functionality.that is also tied to an individual's.claim and can provide.a number of uh customized responses in.turn.including claim status payment status.the ability to request a pin any issues.that are being presented with the claim.um since deploying that solution we've.had about 8.7.million queries we've conducted.about 46 000 callbacks.last week we reported that we would.start a.campaign to take those at the end of the.line.when we had slots become available for.earlier callback dates.and invite them to reschedule their call.or.cancel it and so that campaign is.proving to be successful.we rescheduled 470 claimants from the.back of the line.if you will to earlier slots so they.could get.information sooner we've had uh success.uh with this effort as well with people.canceling their callbacks.and we also have people who would prefer.to keep their place in line for whatever.reason.so we'll continue this effort again just.to.to emphasize the folks that requested a.callback this week because of the lwa.issues we will take them out of the.callback queue so that they are not.taking.up a slot for somebody who needs it for.reasons other than.lwa certification issues.we do have about a 30 no-show rate so.that is.climbing and so we hope that this effort.to take the folks.at the back of the line and move them up.will help that.but certainly our experience is also.telling us that even though.they have the option of canceling a call.back it seems that people still would.prefer to keep their callback just in.case.even after their issue is resolved.joe or jeff what did i miss there i was.looking at joe here.what did i miss uh i was answering chats.but i don't think you missed anything.i think we covered it okay.uh correction to the last question so.again we're paying these benefits in.in three two installments so three three.weeks at once and then another three.weeks starting at the end of next week.so it's possible based on the the.file transfer we did last night to the.bank that those 28 000 people.may start seeing 900 in their accounts.today.again it depends on their benefit.payment method it depends on the.guidelines with their.financial institution but certainly.there are some claimants who will see.their first installment of 900.this afternoon.and so the 94 000 that's referenced here.that that's the file that will go out.tonight so that will process over the.weekend.it is unlikely those individuals would.get paid until most likely monday.would be when those ninety four thousand.people would see funds.what else other questions.well certainly can circle back with with.this either of these two.topics these are the only updates we had.for you today.i'll turn it over to ryan gedney just a.quick note which will correct after the.fact.we actually linked to last month's.county level data in this morning's.press release.and i'm sorry july instead of august you.can still find.all of that county level data on lmi.gateway but in our follow-up advisory.today.with the notes from this call and the.zoom recording we will also.include the correct link to august.numbers.jeff i'm going to let you answer.tamara's question because i'd be.guessing there.does the 220 k and the 68.k people eligible for lwa account.include accounts that are on hold and.not being paid.they would have when they are.not on hold and if they are deemed to.have eligible.benefit payments for the weeks in.question which again runs from.726 through 95 that is when they would.be eligible for those.um payments um uh.at that time i hope that answers your.question.and tatiana you you bring up a really.good point thanks for reminding us these.are not state funded benefits these are.all federally funded benefits we.received again about.550 million dollars from fema's.disaster relief fund and so these have.no impact whatsoever.on the state's unemployment insurance.trust fund.the weeks that people will start seeing.today again are.the first three weeks of the six week.period which is.uh july 26th to.jeff help me out here um august 15th.july 25th to august 15th.i think people want to hear from you now.ryan so let's go ahead and turn it over.to you and we can circle back with any.other questions.all right thanks cher um wayne.aldo i'll try to get to your county.questions here well actually let me just.real quick.uh baca county two percent.uh not seasonally adjusted and then.um although all the county unemployment.rates and the release correct for august.uh yes yeah that we have i think.yes they should be with the supplemental.the supplemental attachment we should.have all those correct.county level rates um.but uh yeah i i believe that's correct.uh so let me just jump into this.uh again this is for august um.uh planet situation uh the data i will.discuss today are based in part on.estimates from two surveys uh statistics.like the unemployment rate.labor force total employment and number.of unemployed.are derived from a survey of households.otherwise known as the current.population.survey and simply put the household.survey.is meant to capture the employment and.labor force status of individuals.within colorado during a given period.the household survey also includes the.self-employed.independent contractors farm workers and.those not attached to traditional.payroll employers however we are unable.to break.out those individuals at the state level.non-farm payroll jobs estimates comes.from a survey of business establishments.and government agencies and are intended.to measure the number of jobs.not number of people employed these.estimates exclude.employees in agriculture private.households.and the self-employed as we noted in.today's press release the reference.period for the establishment in.household surveys was the pay period or.week that includes the 12th of the month.therefore these data provide a snapshot.of colorado's employment situation.during continued stages of the.governor's safer at home order.which resulted in a return to work for.more coloradans.revisions to august data along with.preliminary.estimates for september will be released.on tuesday.october 20th.now moving on to the results from the.household survey.colorado's seasonally adjusted.unemployment rate continues to decline.moving down to 6.7 percent in august.compared to 7.4 percent in july.the state's unemployment rate is nearly.half of what it was in april.when it was 12.2 percent colorado's drop.in the unemployment rate of five and a.half percentage points.since april ranks as the 32nd largest in.the nation.unlike in july the over the month change.in labor force was.pretty small at 2 000 and positive.in august while there was a relatively.strong increase of 26.000 for total employment this does mark.the fourth straight month that.colorado's employment to population.ratio has improved.while a small gain in july that ratio is.now 62.2 percent.which ranks as the eighth highest in the.nation.colorado's rate in february was 67.7.while it fell to a historically low.share of 58.3.in april in august colorado had the 20th.lowest unemployment rate in the nation.nebraska had the lowest rate at four.percent.and nevada had the highest rate at 13.2.percent.the u.s seasonally adjusted unemployment.rate decreased from 10.2 percent.in july to eight point four percent in.august.as we mentioned in today's press release.the five counties with the highest not.seasonally adjusted unemployment rates.were gilben.summit castilla and denver.among the seven metropolitan areas in.the state uh.pueblo and denver had the highest.unemployment rates at seven point three.and seven percent respectively.four collins had the lowest rate at 5.6.percent.uh boulder colorado springs grand.junction and greely.all had rates that range between 5.8 and.6.6.it is recommended to compare the.substate.rates i mentioned to the statewide not.seasonally adjusted rate.which was 6.6 in august.i have mentioned over the past several.employment situation calls the estimated.share of.unemployed coloradans who are on.temporary layoff.versus permanently separated from their.employer the shares in august were.similar to july.for those on temporary and permanent.layoffs.about 50 and 30 respectively.as a reminder about 82 percent of those.unemployed in april.were on temporary layoff compared to 10.permanently laid off.last month the median length of.unemployment duration increased to 17.weeks.compared to a little over 15 weeks in.july.again that duration data that duration.data comes from the household survey.and reflects duration for all types of.unemployment.and it is not related to duration of.individuals receiving unemployment.insurance benefits.in 2010 at the peak of the great.recession uh the median length.for unemployment duration for.individuals in colorado was about 20.weeks.additionally the share of coloradans.unemployed long term.that's more than 26 weeks tripled in.august to over 15 percent.while the long-term unemployed share is.still relatively low due to the massive.influx of newly unemployed.it is expected to continue to rise.during the great recession.approximately 40 percent of the.unemployed individuals.were unemployed for 27 plus weeks.uh sorry wayne the the temporary and.permanent layoff percentages.uh temporary is about uh 50.in august and permanent is about 30.percent.and then the remaining shares for job.leavers and entrance to the labor force.so.that is essentially unchanged from july.uh finally the share of yeah.tatiana uh we'll we'll provide the.transcript as always.um finally the share of individuals in.colorado's labor force who are working.part-time but would prefer.full-time hours that spike to about.eight percent.in august and that translates to about.240.000 individuals that is equivalent to.the ratio in may.these types of individuals are.categorized as involuntary part-time.or underemployed workers additionally in.this definition part time is determined.as anything less than 35 hours.a possible explanation for this.resurgence in the involuntary part-time.rate.could be a reduction in hours tied to.the start of the school year.and child care needs i recall that the.household survey covers the week.containing the 12th which for last month.spans from august 9th to august 15th.that period does coincide with the.beginning of the school year for many.districts across the state.a shifting now to the establishment.survey the the preliminary estimates.show that on a not show that on a.seasonally adjusted basis.colorado added 36 900 non-farm payroll.jobs from july to august.additionally july uh payroll job gains.were revised up from 6200.to 13 600 over the month.the job growth numbers for july and.august mean the state.have now has now regained 178.500 of the 342.300 payroll jobs lost in march and april.the job gains of 178 500 over the past.four months.represent a recovery of about 52 percent.of those lost jobs earlier in the year.uh that ranks as the 24th.fastest rate of recovery in the nation.over that period.uh that is an improvement from last.month when we reported.that colorado ranked 36..a similar analysis of the change in u.s.non-farm payroll jobs since april.revealed the u.s has added back nearly.48 of lost jobs.uh one factor that helped colorado's.recovery rate exceed that of the u.s.last month was a rebound in government.jobs.the government sector jobs were revised.up by 6 100 for july.and then grew by an additional 10 400 in.august revisions are based on additional.responses to the establishment survey.and the return of the school year um.helped drive government jobs in august.while hiring for the 2020 census.provided a temporary boost.of about 3 500 to 4 000 jobs.on the other side the private sector saw.strong gain.a strong gains.for august adding 26 500 jobs last month.leisure and hospitality education health.services.and trade transportation utilities.represented 88.of those private sector august job gains.over the past four months private.businesses have added 196.400 jobs compared to losses totaling.332 200 in march and april.that represents a recovery of over 59.percent of private sector jobs lost.earlier in the year.which exceeds the u.s recovery rate of.49.colorado's private sector job recovery.rate ranks as the 10th.fastest in the nation.the private industry sectors that.experience the heaviest losses.earlier in the year have also been the.biggest contributors to the total.number of non-farm payroll jobs added.since april.accommodation and food services which.includes hotels and restaurants.accounts for nearly 45 percent of the.total or 79.700 jobs healthcare and social.assistance.retail trade and arts entertainment.recreation.combined for an additional 39 percent of.the total number.of jobs added in that period or 68.200 jobs those four industry sectors.that i mentioned.uh made up 68 percent of the total job.losses in march and april.while combining for 84 percent of the.jobs added over the past four months.and finally i will just quickly cover uh.jobs added by metro area.again we do not break out non-farm.payroll job estimates by county.uh denver added the most jobs in august.18 800. colorado springs.and boulder both added around 4 000 jobs.fort collins added 2 000 payroll jobs.grand junction added 1300.greeley added 600 and pueblo added 500..so all.uh seven metro areas did add jobs in.august.uh we did see uh a few with uh over the.month losses in july.um and with that i'm happy to take.questions i think i've.hit on yeah wayne you had your question.answered with baca.two percent uh so i'll kick it over to.sheriff we don't have any questions at.this point but.i'm happy to answer any thanks.thanks ryan great job as always um and.just a reminder that this zoom recording.ryan's remarks our introductory remarks.are all distributed in an advisory.um hopefully by the noon hour today but.usually within several hours of the.press calls so what other questions do.folks have.well can i give an update on fraudulent.claims under pua.um no no major updates uh as compared to.last week.um the measures that we've put in place.uh as demonstrated by the continued the.excuse me the initial claims numbers.most recently put out yesterday.demonstrate that.we feel like the the measures we put in.place.are effective and we continue to work on.evaluating uh new data to demonstrate.if there's new schemes that are coming.across that we need to be concerned.about and need to react to in some way.so we continue to strengthen the system.continue to work with partners to.recover funds.and um are very focused on ensuring that.legitimate claims are the ones that get.through.uh share i can address ed's question.okay so.that asks if the most affected.industries lost 68 of jobs.but account for 84 of jobs that have.come back which industries.um have not recovered jobs and that's a.great question.uh we do have uh five industry sectors.that.um on an aggregate level have have lost.jobs.between uh the may and august period.government is is going to be that.primary driver.and i've talked about that in past.press calls where really that's coming.from the education.side the disruption to the school year.it really has a big impact on it.uh we we did see uh recovery.a bit in those government jobs um so.it's hopeful that.um government will maybe.add a little more jobs in the coming.months uh if we look at other sectors.uh mining and logging has lost um money.logging lost.2700 payroll jobs between march and.april.and then uh between may and august uh as.as shed 1 000 jobs and really that's due.to the oil and gas sector.uh we've also seen losses uh totaling 2.900.in information since may and that's.really due to the telecom sector and.certainly something to watch for.um and uh we're also seeing.at losses of 1700 since.may in wholesale trade and i think.that's.mainly due to diruption disruption of.supply chains.um and the wholesale of durable goods uh.so uh finally the last one is real.estate rental and leasing i think some.of that could be due to.car rental businesses are baked into.that industry.and with um really a.terminated i suppose a tourism season uh.and and lack of travel particularly for.business and.and leisure uh that that does impact.that industry so those.are the five we're watching right now in.terms of.not yet seeing uh recovery in jobs um.since may.thanks ryan other questions.uh yeah tamara the job refusal data.really hasn't changed very much.very consistent from what we've reported.in the past uh roughly about a 16.denial rate um on the the adjudicated.job refusals.they are very timely in making those.those.those decisions in other words the.backlog is um uh.i think we've only got about 200 cases.of 4 500 that we haven't been through so.not much change in the job refusals.uh sure if you don't mind i'll ask.wayne's question here or i'm not asking.a question i'm answering it.so uh away in your legion hospitality.question i don't have the breakout for.the super sector readily available but i.do have a breakout for the subset or for.the.for the more detailed sectors uh so.accommodation and food services.again hotels restaurants restaurants is.really going to be the primary driver.here.has regained back 62 percent of jobs.lost.so for example accommodation food.services shed 129.400 jobs um in uh.earlier this year in march and april and.since that point has regained back.79 700 jobs uh the other sector.um within legion hospitality is arts.entertainment recreation.and you'll have ski resorts amusement.parks um.sporting teams uh a lot of those.type of businesses uh that industry.shed thirty thousand 800 jobs earlier.this year.every gain back 17 100. so that's a.recovery rate.of uh 54.let me know if you need any more detail.on that wayne if you need the legion.hospitality breakout as well.i could try to pull that for you later.uh yeah.ed uh we've uh we've gotten used to.mountain counties being the highest.unemployment rates.any thoughts on why denver county is now.in the top five that's a great question.um you know if you look at our.claims pdf that we attach to the uh.weekly uh release for ui.activity uh you'll see that i don't know.page five or six we have a map of uh.county uh continued claims as a share of.2019 total employment.and there's actually two counties that.still have relatively dark.shades for their shares that's gilpin.and denver county.um gilpin is is really impacted by.their industry concentration.particularly with casinos and denver.has a high concentration of a lot of the.industries that were.impacted and continue to see elevated.level of claims activity particularly.leisure we're in hospitality.retail health services so we we are.seeing.um the kind of the denver unemployment.rate data.coincide with the trends we're seeing.with the continue claims data so that.that's really why we're starting to see.the shift to denver being in the top.five and.i believe eagle and pitkin dropped out.of top five.um so let me know if you need any.further follow up on that.other questions.okay um so quick housekeeping note we.actually will not have a press.call next thursday september 24th.we will still issue our weekly um.ui workload and update press release at.7 30 in the morning on thursday we'll we.will just not have a corresponding press.call.the other thing to look out for next.week is we will begin
