and Ruth Kinney of City Avastin.and Pitkin County in Colorado and.they'll be sharing with us how their.government organization uses an.integration between Laserfiche and GIS.to increase efficiency.aka meetings.every couple of months to further.facilitate this dialogue and please use.these online meetings such as the one we.have here today to engage in live chat.conversations both with the presenters.as well as your peers in order to learn.from one another and now that we've.gotten all the housekeeping items out of.the way I like to hand the presentation.over to Mary Lackner Andrew skinny of.the city of Aston and Pitkin County in.Colorado berry roofs thank you so much.for joining us this morning good morning.good morning.Blaine so please share us a little bit.about your role in the City and County.and how you're using GIS and Laserfiche.this is Ruth as you can see from the.previous slide my title is network.applications specialist I've worked to.the city in the county for 14 years and.just so you understand where a joint.Department of both the city and the.county my role is to serve as like an.internal consultant for all major.applications in the city in the county.and that encompasses close to 50.different departments so I deal with.projects new installations as low.maintenance Laserfiche is actually a.small percentage of what I do but it's.one of the more fun pieces of.application that I get to deal with and.then on this project is a collaboration.between IT and GIS and Mary is our GIS.manager hi this is Mary Lackner and I've.been with the organization both as a GIS.manager for the past 14 years and prior.to that in this organization.with the land use planner and in my role.as land-use planning I saw the value of.gif in the organization and also.understood the whole development process.so now becoming after being the GIS.manager and seeing how we are now with a.records management system like laser.fish there is a great way that the two.can actually be combined and as far as.my role as GIS manager we participate in.just database maintenance we have a.department of three people that serve.like Ruth was saying about fifty.different departments in the.organization and we also have a public.website that we do maintain data for our.external customers to get information.about and with that Ruth is going to.talk you through our project which is.integrating a GIS tool to laser cutter.so again we're started out with four.joint departments both IT and gif so.we're two jurisdictions but we share one.Laserfiche repository we have some.started to its later fusion about the.year 2000 and have a lot of official.documents that have been either scanned.or snapshot it in so roughly 140.gigabytes close to 100 thousand.documents that are stored we're.currently running laserfiche server.version 8.3 web link version 8 to 1 and.for the gif it's ESRI ArcGIS server.version 10 and for the Geo Doc's project.we run on sequel server Express 2008 and.the document now geoducks product we're.using the Silverlight version we'll talk.about that a little bit more later so.just a little bit of a history um in.2006 departmental needs assessment was.done.and there was a need to track and locate.approvals and official documents via a.map in a seven multi department group.began to meet to tackle the issue and as.all good government's two years later we.identified a vendor to integrate the GIS.and laserfiche I'm at that point the.vendor was urban crossroads out of.California and they had a product called.geo dock this was purchased from urban.crossroads by another laserfiche partner.doctrine absolution so that's the.product that we will show you a little.bit later so dock univ geoduck comes in.two flavors silverlight which is a.Microsoft product it only works in.Internet Explorer it requires a.silverlight download at the client end.in order to use it the other option is.to use something called flex this also.requires a download of a viewer to use.some of the advantages and disadvantages.we ended up going with the Silverlight.product because doctrine amps product.was a little bit more advanced in that.platform now they're working to make.both of those platforms equal but at.this point Silverlight had a few more.options available to it in the future.we'll be looking at an html5 platform.but that's not quite there yet those on.the gif side and also as the product.itself so how do we tie these two pieces.of software together well the product.shoot uses two different keys from both.GIS and later fish so to look at what.you have in common from the GIS piece we.have Percel and address information or. parcel and within Laserfiche the.template field on from both depicting.County side and the aspen side we have.parcel and address as well so those are.the two times that we have chosen.personal ID is pretty straightforward.for those of you who aren't familiar.with what that might be there's a unique.number that is given to every against.lot or piece of property that is.something that's used by the assessor's.office and and other departments to.uniquely identify that piece of property.ours is a unique 12 digit number so.that's very straightforward to be able.to match however an address can be.entered in many different ways so there.was a need to identify and I guess.educate people as to what those address.standards need to be and as you can see.because we're doing a match between.those pieces the quality of the data.entries is pretty key and I won't dwell.on this but these are some of our.address standards you know if you look.at the first one they're 123 South Mill.Street there are a lot of different ways.to put that information in so we've.provided people who are doing the data.entry with those standards and as much.as they adhere to it we get good data.and good matches on the Laserfiche side.we are looking at two different and.we're just going to show you city of.Aspen today we do have a pick and county.example as well but the all of the.principles are the same so we were.looking at ordinance information and.land-use information from the city of.Aspen so our ties are the parcel ID and.the address um.Miri is able to do some quality control.work and basically what we've done here.this is an example you do that astín.land use template they basically we.export all of the template data she was.able to do a compare of that against her.GIS data so that the top line shows the.total number of Records the magenta.shows the records that actually have a.pin within the template and then the.yellow line shows those records that are.show a match between GIS in the template.so you see a little bit of a spike there.and between February and July of oh nine.and that's basically when Mary went back.to the customers instead I'm seeing a.mismatch here and these are the naming.standards for address or and these are.the pins that are missing and so they.were able to do a little bit of quality.control work and get those to be a.better match currently this is intranet.only we had some thoughts about making.it available on the internet but we're.still working with our internal.customers to get a good usage and and.yet kind of the interface pieces worked.out so that it's usable for external.users as well we also have some security.that security issues and concerns that.we don't really want to make it.available on the Internet.at this point we have customers in the.county side from the Assessor the.community development department which.deals with planning in building and the.clerk's office for things like building.permits planning documents and different.administrative determinations on the.city side Community Development and.engineering for land.use documents and ordinances so with out.further ado Mary is going to take over.and let me see if I can share my screen.here and pull to a demo.thank you very so here is the geoduck.interface for the Silverlight version.I'm going to talk through the map.interface and then the tool down here we.have your basic map navigation you can.click on the different directions to pan.the map and then if the user gets lost.and zooms into a place they don't know.where they are double clicking on the.world pulls them back to the default.extent we also have an overview map for.the bird and again if a user is in a.particular area of the map that.identifies where you are in the overall.scheme so again a double click on the.world and takes you back to the default.upper right hand corner we have our.layer list and what we have going on.here.the first section or the first tab under.base map is a ArcGIS server map service.and that we have published on our GIS.server and you're able to interact with.these layers we are also able to click.the down button to see what those.different features look like so that is.our legend and turn on and off I don't.have addresses drawing by default just.because it kind of clutters up the map.and what we're looking at I want to go.through a little bit about what some of.these layers are we have something.called match to address which are these.green diamonds we also have a match to.parcel which is shading that you will.see on some of these parcels this green.kind of wide hatching and then the third.one I want to point out is our retired.partial layer which is um.GIF data layer that we maintain now.every time a parcel is retired because.it is split by a subdivision or some.other action makes that parcel number go.away.we actually have a geodatabase layer.that is just a collection all of those.so we can retain where what the.configuration that parcel was and what.is parcel number was and you'll see in.the demo how that's important so this is.our base map and how we interact with it.back to the match to address and match.to parcel and the quality control.spreadsheet or chart that Ruth showed.you we basically took the data from that.chart and join that to the GIS layers.that's how we got what the percentage of.matches were but we also made a layer of.that so when a user comes in and selects.on a particular parcel they know they.should be getting some matched laser.fish records the second section of the.table of contents have to do with when.you are interacting with this map and.attaching records from the map view into.laser fish various fields from these.layers are being pulled into the laser.fish template and then the bottom five.the user wouldn't interact with they're.just a graphic display all right up to.the navigation panel or the tools here.the first one we have R is a basic find.address so it's a ESRI geocoding service.and I'm going to enter an address and.we're going to go to it I should learn.how to spell the street that I work at.for lots of years all right so it's oom.down and found that address and when we.hover it also gives us next y coordinate.of that location the other item under.navigation I want to show you is search.laser fish so this is a basic template.search is what I'm going to show you.this is really the same type of search.that you can do in a laser fish client.template field is going to be applicant.city Vatican so with this I get a result.of all of the entries in laser fish that.have a city of Aspen as the applicant.and you can see I also have a document.ID we'll be discussing that and then the.document naming schema that the city.clerk uses helps us to understand some.of what those records are that we're.looking at now to a more GIS type.functions and the geo-tagging menu has.some items in here one is would be to.identify area or identify features and.so if i click on a building you get the.exclamation point and from here I get a.drop-down list that shows me I get.information about the parcel such as the.parcel ID account number and the owner.name as well as this does have a matched.record and then it is in the town limit.so that is an identify feature function.that you will also find in most GIS.programs now the real power to this.application is the search so we have.some capabilities here that we can do an.expand alone GIS application we have.abilities we can do in a laser fish.client but what this is really doing is.enabling us to search our laser fish.repository based on location so by.clicking on the search pane and adding.an area we're going to search this.portion of the city you can see they're.all selected and I'm going to go ahead.and issue the search the interesting.thing here we have an address tab a.parcel tab and retired pin tab the way.this application is configured we have.said go find.addresses and that's we found all these.addresses in this area and they happen.to be 455 REO grant and a lot of.different documents we also found.several different parcels in here and.found all the Associated documents we.also found a pin that no longer exists a.retired parcel so now if I click on one.of these and this happens to be the land.use approval for our skatepark its 186.page document to put in a skatepark.so this is why we have lots of Records.um so that is our laser fish web putt or.web link client in that we have.obviously some thumbnails and can browse.to the document part of the document.that we actually want so I'm going to.close that out oh um so anyway this is.where planners and a assessor staff or.anybody on staff can actually look up an.individual property and find out what.documents are associated with it or go.in and find a neighborhood or a block or.whatever larger area to find out what.documents have been approved in that.area the other nice thing about this.interface is there's the ability to.attach record to laser fish through the.map if I go ahead and select on a.property I keep selecting this one.property because that's the building.Ruth and I are currently in and go to.the add document window I can either.take a document that's currently in.laser fish that perhaps does not have an.address or a parcel ID field I could get.that entry ID which is that common key.value in laser fish an example here.would be our engineering office has.scanned all their Platts but no partial.ID or address information has been.associated with it but if they know.where it is we can go ahead and browse.here click-click location on a map and.attach the document to that location the.other way a document can be attached to.just browsing on our drive and pulling.in a record once our template which is.do Docs is identified and we've selected.a property to click add document the.address and the parcel ID will be filled.in to show you the results of what that.looks like we go back to our geo tagging.area and we do a ping so if I click on.my map in this location the documents.that have been added through the map.interface show up in this kind of icon.when I hover you can see I get the.document ID parcel ID and address the.folder indicates that there's multiple.documents at that location so here I.clicked on the folder I have this.document list and each of these are.hyperlinks that then open up the web.link map so I can click both of those.and I get two different pictures views.of the building that had been uploaded.with that attach feature you can also.see that when I do the basic search pane.and I certain these properties those.documents that were added through the.map view or the map attached are also do.show up in the basic browse so there are.several ways that we can start seeing.these documents with that we're going to.show you a little bit of the backend of.what this is doing in the background so.in roof time in at any point um so in.the laser fish repository when a.document is attached through the geoduck.interface it does go into this geo dock.template and this is actually something.that is new for us so we're not we.haven't even introduced.to our customers the being able to.attach documents from the map interface.so we couldn't separated it out for now.but I'm not sure exactly how does the.workflow will be so right now we wanted.to make sure all these go to one place.and within the conservation for the Geo.dot application we said we would like.those to go to this particular folder.within laserfiche and we would like to.attach we just called it the geoducks.template for now it may be called.something different later but so if you.look for instance at this information.you'll see that not only did it pull the.photo in to laser sheesh but it pulled.the parcel ID and the address from the.map layer so that's how that piece works.and this was also set up for security.purposes because the map interface right.now doesn't have a user login that would.go allow someone to use their login to.edit and upload documents to laser fish.so we're working through that security.thing so right now anyone who has that.URL can actually upload documents so.that's something that we're going to.work on and we also wanted to show you.sort of the backend piece and this is.from the server side for those if you.want to get this technical essentially.this is how those two pieces get tied.together this is the sequel server piece.on the server and there are a couple of.cables here the first one that we're.looking at right here is the table for.the city of Apps but we have a separate.one for picking County so what you see.here um is the entry ID that is the.unique entry ID and Laserfiche and then.the geometry reference is essentially an.XY coordinate of where that is where.that stock document is stored on the map.essentially yes.the other piece that so alright this is.the other piece that we wanted to show.you this is the actual XML that has all.of the configuration that shows the gif.to laserfiche pieces and this may be a.little overwhelming but we wanted to at.least show it to you the first part here.with the app settings shows you the.services from gif so that's Mary's piece.the connections here show again you see.a laser fish template you see the math.work which is the juice geoducks field.you see the laser sheesh field that so.it's address parcel ID and personal ID.twice because we're doing from both the.retired parcel here and the actual.parcel so there's lots more stuff sure.here you can see it here's my laserfiche.path that shows where I want to store.things so anyway this is just the.configuration of how that all happens.that I won't go in that any further I.can do that offline if you kids.interested but I want to do at least.show you that it's not totally magic.that that it all ties together through.this configuration so that's you we're.going to switch you back to the.PowerPoint.going to try to it see as the icon on.the right there you go yeah thank you.you're welcome.we're not professionals with this you're.doing a great job you gardeners seven if.you could click on dad Ellen yeah so.yeah back to Lisa and if anyone has.questions about what we've done or how.it's set up.oh wait Ruth you have oversight oh yes I.do so I guess just in a summary that you.do also have to realize that it's not an.inclusive search all includes a search.on that we use it to argument.I've been other searches within.Laserfiche or within G is and it is.dependent on that match so if you don't.have that match you're not going to find.a document so that brings up the.consistency and data entry and then how.important that is in the future to be.nice to do the html5 so we don't have.the download piece or we're not tied to.a particular browser and we're looking.at moving our web link which right now.is only internal through the public but.again we'll evaluate as we go along.whether we want to move this whole.product to the public or not that's.still to be determined and it's somewhat.dependent on we actually had three.departments who pay for this product.it was our City Community Development.Department County Community Development.Department and our city clerk.and Lisa excellent thank you um great.great presentation uh I saw a lot of.questions come in while while you're.presenting with severe on a roll I.didn't want to interrupt oh well start just with the.questions that popped up while Rosa Mary.were presenting and then go from there.so the first question comes from Hector.was all integration with geoduck done.in-house and did you need an application.developer to assist with integration all.of the integration was done in-house but.the the developer from geo docks did a.lot of the configuration uploaded all.the files to the servers we did this.through your screen share session and.they got us up and running and then we.were able to kind of go from there but.they work you through that configuration.yeah we're a small shop so do we don't.we have internal resources to do that.sort of thing gotcha ah crystal as does.the parcel ID and add just need to be.added manually to the document tag and I.think I answered that sort of in line.there but I assume the document tag she.means within laserfiche but the parcel I.to your address need to be in the.Laserfiche template in a field.associated with that document mm-hmm.great I will bring that attached through.the map interface and then those fields.are getting populated as you select the.documents that you want associated with.that so there's kind of two ways if it's.coming in through blazer fish proper or.coming through the map interface mm-hmm.teri asked are you required to have an.SD e installation to utilize this um.this was a sequel server Express but.from the mapping side from the GIS I do.need that to know from the mapping sighs.you don't need sequel SCE no you need to.be able to create those map own oh you.need ArcGIS server to create the map.services and base maps but ste itself.you would not necessarily need however.there may be an option with the maps.that you can create with ArcGIS online.that you may be able to get those.because you could see in the.configuration file we had it is pulling.ArcGIS online services for the geocoding.and some of the tasks so I don't know.why your base map couldn't come from.there gotcha.and then a hectare uh sorry this is.moving are the GIS tools that you're.using out of the box in geoduck I think.you addressed this a little bit already.but do you have anything to add to that.basically no yeah um.you need somebody who you know is an.expert in GIS and understands that piece.and how to create the base information.mm-hmm make sense.another question for vector is what.percentage of total project time was.dedicated to quality assurance and.quality control of addresses you know we.can really only address our time I'm not.sure on you know our customers and how.much time was spent doing that you know.for us it's pretty simple to gather the.information and tell them where it's.wrong.yeah what we realized is we had to write.the standards that Ruth had talked about.in the presentation and tell them this.is how it is entered because initially.we weren't getting very many matches.where we thought we should so we were.able to help them say okay this is how.the data needs to be updated and that.process is still going on they're still.in the chart there's a discrepancy but.being what's entered in what's matching.and we need to keep working on that to.make it closer gotcha on some caffeine.we have will the user adding documents.too late refugio Doc's need a full.client license that's a really good.question I'm not I'm guessing not but.you do need to have you know under the.covers there's a user that has the.privileges to add that document to.Laserfiche they would need so hey this.is again from Chris Hills they would.need a full license in the sense that in.order to be able to essentially write to.the repository meaning you know import.new documents even though this is coming.from Xerox they would still need to.impersonate a user um if the license.they wouldn't necessarily need the.client installed or anything like that.oh yeah that's correct.great thanks again um from Edward we.have do you have to have an ESR dark.surfer product for geoducks to work we.do we do but like I.there are probably other routes to go.about that and that is always evolving.and changing so it may be an option that.you don't need it from Joanna we have.what efficiency slash benefits did you.see as a result of implementing this.integration that's sort of a hard.question to answer um we don't have a.good measurement of anything that.efficiencies gained however we do have.customers who are using this on a.regular basis to enhance the way they're.able to find information people who are.used to a mapping GIS interface and are.trying to find information are able to.do that in a way that they haven't been.able to before and I guess um you know.our customers are obviously seeing.benefits because they're willing to pay.for it definitely from Kevin we have how.many address / location records do you.manage in GIS um our parcel layer has.about 16,000 records.I think our address point layer might be.about 11,000 records.we're a smaller county in Colorado we.are not some of the bigger ones but.those are still some substantial sized.gives it.we take time maintaining all that from.hester we have what format is your GIS.data layers in shape file personal geo.geo database etc so data layers that the.ArcGIS map service is reading our file.it's a file geodatabase.great um see have a couple more.questions coming in um from Margaret we.have what is the ballpark cost of.geoducks from knocking of well we didn't.initially purchase it from dr. nails we.will just fit through urban crossroads.and around 10,000 but uh Margaret.doesn't you know one that asked the.question what I could do is I follow up.with you or have your Regional Manager.follow up with you in terms of specific.pricing it's actually cents on like they.mentioned it's no longer from urban.crossroads from Hector what was your.total budget cost to implement this and.not not just do it up I guess like the.whole process well we're free so that.was the whole cost okay from Maya we.have what is the importance to storing.the geographic location in Laserfiche um.well we're not really storing the.geographic location and laserfiche we're.storing documents or pictures or.whatever associated with a geographic.location and again I think what that.does is believe it or not not everybody.in the organization knows how to use.Laserfiche so their interface and how.they view information is geography based.so that's importance of of this.application is being able to look at it.from an area not just a specific.document yeah if you don't know the name.or the address or something about where.a document starts sometimes that's hard.to get out of Laser fish but you know.that somebody built something you wanted.to look up the nice thing is you go to.that area go oh I know that building was.built five years ago you select that.area on the map and you should that.record should pull up without having to.know.a key field to enter or keyword to enter.mm-hmm from tennis we have how does the.funding of the project divided amongst.the three departments come it's equally.divided.so by by three that's good from Terry we.have did you research other interface.options and why did you choose this.particular solution.I went to the second half of that we.chose this because again it was a.product not us having to go through a.development implementation so it.provided a product sort of out of the.box even though we had some work to do.on the back end particularly on the gif.side to make it work and I think Mary.actually was introduced to them at an.ESRI conference
