Alright, so I got answers myself and I am noting it down here for others like me. You cannot get Driving License (which means a Driving Privilege + ID Proof). However you can still get Driving Privilege Card(DPC) and can still drive on Utah roads (probably could be same for other states). Process for getting DPC can be found @ Utah Department of Public Safety Things to keep in mind to avoid issues that I am facing: 1. You would require to get a Fingerprint + Photo done from one of the valid offices listed @ Utah Department of Public Safety even before you could get your DPC processed. 2. The fees that you see on the first link ($25 + $25 at the time of this writing) is what you would be required to pay at Driving License Diving Office (DLD). There is separate fees that you would be paying for Fingerprint + Photo 'creation', which is $30 at the time of this writing, at the offices mentioned in second link. 3. With DPC you do NOT get a Temporary card (Like in case of Limited Term License) with which you can legally drive on roads. What this means is that you would have to wait for the Plastic cards mailed to you, which takes approximately 2-3 weeks, until you could legally drive. 4. Getting DPC 2-3 weeks before you current License expiry (if you already have a valid one like I did) might be a good idea, however your current DL gets clipped/punched (4 holes on the corners of the card). I did not realize this happened to me until I saw my card after getting out of DMV and hence could not confirm the meaning of this. I currently do not know if that is valid proof for driving and/or ID. I will post here when I get to know about this but, if clipping invalidates your current license then you would be stuck without legal driving privilege until you get your DPC (This can be hard if its winter time, like it if for me currently), so you need to take careful judgement and time your DPC application right.
