monitoring of heat.policies and procedures working closely.with local social services districts.additionally Emily assists with.expenditure tracking and state and.federal reporting she's worked for OTD a.since 2014 and holds a Bachelor of Arts.degree from the State University of New.York at Albany also here today with us.unexpectedly we have Andrew Reich keith.bureau chief will be here with us all.three of us are in the room today which.is a real treat so thank you both so.much for joining us for this very.important webinar in the series Emily.Thank You Michele alright so thank you.for joining us today I'm just going to.be going over the Home Energy Assistance.Program overview we're going to be.talking about the 1617 program and.review I'll provide updates on the.upcoming 17:18 program there will be.information on payments and vendors and.there will be an opportunity for.questions all right so what is LIHEAP.the low income Home Energy Assistance.Program LIHEAP is a federally excuse me.federally funded energy assistance.program intended to assist low-income.households and needing immediate home.energy needs the mission of LIHEAP is to.assist low income households.particularly those with the lowest.incomes that pay the highest proportion.of household income for Home Energy the.program is funded through congressional.appropriations and is administered by.the United States Department of.and Human Services in New York State we.run the Home Energy Assistance Program.heap which assists low-income New York.households and meeting their energy.needs through heating and cooling.assistance and also through also through.weatherization New York State allocates.a portion of its funding to the New York.State homes and community renewal HCR.for weatherization services and.additional funding is allocated to the.New York State Office for the aging for.heat-related outreach activities ot VA.oversees four main components which are.the regular emergency heating equipment.repair and replacement and cooling.components regular benefits provide a.one-time payment to assist with the.payment of energy bills for those who.pay directly for heat live in certain.eligible living situations or make.undesignated energy payments in the form.of rent also operated under the regular.component is the heating equipment clean.and tune benefit this benefit our Sydney.this provides cleaning and tuning of.eligible homeowners primary heating.equipment which ensures equipment.operates safely and efficiently the.emergency component assists eligible.households and a heat or heat related.emergency by providing a payment to the.household energy vendor to restore heat.or prevent a no heat emergency energy.benefits to meet emergency benefits also.provide for temporary relocation and.propane tank deposits heating equipment.repair replacement benefits assist.eligible homeowners repair or replace.their primary heating equipment when it.is non operational or detrimental to.their house health and cooling benefits.allow for the purchase and installation.of an air conditioner or fan to.establish a cooling room for eligible.households that contains someone with a.medical condition that is exacerbated by.extreme heat so just going over the 1617.program which was the last year that we.ran New York State's final 1617.allocation was three hundred and sixty.six point eight million dollars and with.that o TDA operated a regular benefit.from November 4th 2006.through March 14th 2017 we ugly.obligated about 1.4 million regular.benefits with with an average benefit of.four hundred and forty seven dollars our.emergency benefit component ran from.January fourth 2017 through March 31st.2017 and we assisted households with.over ninety seven thousand benefits and.that average emergency benefit amount.was four hundred and eleven dollars the.heating equipment repair replacement.opened on November 7th 2016 and will.close next Friday on November 3rd 2017.we've assisted about 2800 households.with an average repair benefit of six.hundred and forty two dollars and three.thousand four hundred and thirty nine.dollars is the average replacement.benefit our heating assistant clean and.tuned opened on July 1st 2017 and.remains open.so far we've assisted over 800.households and the average clean and.tuned cost is about two hundred and.fifty one dollars so we were able to run.a year-round furnace component for 1617.and this was due to our new clean and.tuned benefits several years ago we did.run a clean in tune a last summer for.1516 program year we brought this.benefit back and we found that last.summer that many times during the clean.in tune the technician found the.household heating limit to be non.operational but because the cleanin.Tunes were completed in the summer month.the households then had to wait until.November when the furnace component.opened to apply for and get their.furnaces fixed by keeping the heating.equipment repair replacement component.open all year the districts were able to.refer those households with non-working.heating equipment to apply right away.for a furnace repair or replacement.now these eligible households have a.working furnace before the cold weather.hits and there hopefully will not be a.rush of applications when the 1718.program opens keeping the heating.equipment repair replacement open round.open year round also reduces the need.for high ticket items when a home is.being weatherized.he can provide Sidney heap can replace.or repair the heating equipment and then.the home can receive additional.weatherization.items - a lot for the furnace to run a.peak efficiency through items like air.sealing and insulating the 2016-17.heating equipment repair replacement.component will close on Friday November.3rd and the 2017-18 furnace component.will open the following Monday November.6 I'll talk more about the 1718 heating.equipment repair replacement component.in just a few minutes but the 2016-17.heating equipment clean and tune does.remain open at this time this component.has been extended past its original.closing day of November 3rd and we do.not have a closing date yet so we ask.that you please help help us get the.word out about the clean in tune if you.know anyone who may benefit from this.from this benefit of a clean in tune.please direct them to apply at their.local social services district as Andrew.would say shake the bushes we want to.serve as many people as possible.with the money that we've allocated to.this component so as part of the.governor's Energy Initiative OTD a.allocated 14 point four million dollars.in fiscal year 2017 heat funds to be.matched by New York State Energy.Research and Development Authority.NYSERDA to support nyserda's low income.energy efficiency program currently for.referred to as the empower New York.program these funds will be used to.administer a program for residential.weatherization or other energy related.home repairs for 20,000 low-income.households these 20,000 households will.be weatherized through New York State.homes and community renewal.weatherization program as well as.nyserda's empower program ot das in the.process of providing referrals to.NYSERDA for energy efficiency services.the criteria for Hiep eligible recipient.referral selection includes multi-year.benefit recipients households with a.high energy burden homeowners and.heating equipment repair replacement.recipients individuals consent to.providing this information to available.weatherization assistance programs when.they sign the home energy assistance.program application and the New York.State application for certain benefits.and serve.says NYSERDA will send the referred.individuals and the empower program em.book application and individuals that.are enrolled in the energy efficiency.program will be provided in energy.efficiency audit in home energy.education and energy efficiency services.energy efficiency services may include.electric based load reduction measures.such as high efficiency lighting and.replacement of inefficient refrigerators.and home performance measures such as.insulation and air sealing this is a.great collaborative effort between OTD a.NYSERDA and a CR and we're excited to.make our heat dollars go as far as.possible by providing energy efficiency.services to these 20,000 homes when a.home is weatherize it makes the regular.benefit go further and it cuts down on.the need for emergency benefits so.getting into 2017-18 program updates New.York State's initial allocation is three.hundred and twenty seven million dollars.this is brand new news as of just a few.days ago the Office of Community.Services Division of Energy Assistance.released approximately three point zero.three billion dollars a federal fiscal.year 2018 block grant funding to LIHEAP.grantees on October 20th 2017 so again.just a few days ago this funding is.provided under the continuing approach.continuing appropriations resolution for.2018 which the president signed into law.on September 8 2017 so the eligibility.guidelines for 2017-18 have not changed.in order to be eligible for heat.benefits the applicant must be a US.citizen u.s. national or meet the.qualified alien rules the applicant must.be a New York State resident and the.address provided on the application must.be the applicants current in primary.residence the applicant must reside in.an eligible living situation the.applicant must pay a vendor directly for.heat for actual charges incurred or have.shelter costs that include heat the.application must be filed in the.applicants county of residence and the.households gross income for the month of.application must be within the.established income.for the household size so for those.income guidelines income guidelines were.calculated in the same manner as last.year which is households with one.through ten members are set at sixty.percent of the state median income.households with eleven or more members.are set at 150 percent of the federal.poverty level and here one guidelines.are set at one hundred and thirty.percent of the February Popp federal.poverty level overall there is about a.1% increase in the maximum income levels.across the board from 2016-17 so getting.into the regular benefit component.regular heat benefits assist eligible.households in meeting their heating.costs or to supplement households that.have heat included in their shelter.cloth this component will open on.November 13th 2017 and is scheduled to.operate until March 15 2018 program.dates may be shortened or extended based.on federal funding and demand the base.benefit amounts for regular heaters.benefits are six hundred and seventy.five dollars for households who heat.with oil kerosene and propane five.hundred and twenty-five dollars for wood.coal or other deliverables fuel three.hundred and fifty dollars for natural.gas or electric these benefits are paid.directly to the household heating vendor.benefit amounts are the same as last.year with the exception of oil kerosene.and propane and that benefit increase.$100 to last year it was 575 this year.it is 675 hustles may be eligible for.add-ons based on their household.circumstances households with income in.Tier one receive an additional twenty.six dollars and households with a.vulnerable nerble member receive an.additional $25 vulnerable households.contain someone who is age 60 or older.younger than six or someone who is.disabled as defined by heat and that.household will only receive one $25.add-on not $25 per vulnerable household.member so households can receive either.or both add-ons for a total of 15.$1 for example if a house heat with oil.they would get the base benefit of six.hundred and seventy five dollars if that.household is Tier one they would receive.the additional twenty six and if that.household also contains someone who is.elderly they would receive the second.Auton add-on of twenty five dollars so.this household would receive the maximum.regular benefit which is seven hundred.and twenty six dollars heat benefits are.also paid to households who live in.certain living situations for heating.costs are included in their shelter.expense the benefits for those with heat.included in the rent are thirty five.dollars for those households and income.Tier one and thirty dollars for.households in income Tier two we also.have the heating benefit which is for.those living in subsidized housing group.homes or congregate care facilities the.heat and eat benefit is twenty one.dollars and there are no add-ons for.heat included and heating benefit so how.does someone apply for regular benefits.applicants may apply for these regular.benefits in three ways and that is.through the auto-pay.applying with a paper heap application.of the LD FS 3421 or they may apply.online via my benefits.so most recipients of ongoing temporary.assistance TA or Supplemental Nutrition.Assistance Program which is snap.formerly known as food stamps ta and.snap recipients do not need to complete.a separate heap application the.recipients of ongoing TA and staff have.their Heap eligibility determined by the.automatic eligibility determination.which is known as the auto pass the.first auto pay was run in September 2017.and individuals who become recipients of.ongoing Ti your step.after the September auto pay need to.apply for heat using a heap application.however the second auto pay a second.auto pay will be running marks 2018 to.catch these cases that missed the first.auto pay and did not apply during the.regular heat season TA and snap.applicants consent to apply for heap.when they complete the New York State.statewide common application.recertification.application for TI or snap or the snap.application or certification the second.way to apply is via a paper heap.application depending on the household.circumstances they may receive an early.outreach application early outreach heap.applications were sent to households.that receive a regular heat benefit.during the 2016-17 season have not moved.to a new county and contain a vulnerable.household member which is someone who is.age 60 or older under age six or.disabled as defined by heat these early.outreach applications were mailed out.beginning August 21st 2017 and those who.receive an early outreach application.may complete the paper application and.mail fax or drop it off in person at.their local Department of Social.Services or if the application.application New York City they also have.the option to complete and submit the.early outreach application online via my.benefits these applicants will not.receive their heat benefit prior to.program open opening but the districts.will review the application and make.your eligibility determination prior to.program opening so these applications.will be ready to be paid when the.regular component opens on November 13th.all other applicants may apply for heap.after program opening the heap.application will be available for.download beginning November 13th 2017.from OTD A's website that's www.hsn ys.gov slash programs slash heap New York.City applicants may download the.application from access NYC which is WWF.nyc.gov applicants can also pick up.applications in person at their local.social services district or alternate.certifier location such as their local.office for the aging paper and heap.applications may be submitted by mail.fax or in person.the third way to apply for regular heat.benefits is online applicants who live.in counties outside of New York City may.file online at my wwm I benefit my COV.at this time New York City does not.accept applications via my benefits but.the residents of New York City may use.access NYC to screen for benefits they.may be eligible for and they may also.download partially completed.applications for submission by mail or.fax and again that website is WWF NYC.gov so moving on to the emergency.benefit components emergency benefits.assist eligible households and a heat or.heat related emergency by providing a.payment to the household energy vendor.to restore heat or to prevent a no heat.emergency emergency benefits also.provide for temporary relocation and.provide propane tank of a propane tank.about deposits the emergency component.will open on January 2nd 2018 and is.scheduled to close on March 15 2018 this.closing date may be extended based on.available funding and demand but will.not close earlier than March 15 2018 in.addition to the basic eligibility.criteria applicants for emergency.benefits must be experienced an.emergency situation as defined by heat.and this is when the household utility.service is terminated or scheduled for.termination or when the household is out.of fuel has less than a quarter tank of.fuel or less than a 10-day supply of.heating fuel the applicant must also be.the customer of record with their energy.provider or the vendor must be willing.to put the bill in the applicants name.and the household also must not have the.resources available to resolve their own.emergency a household may have up to two.thousand dollars and available liquid.lease.or $3,000 if the household contains a.person 60 or older.there are allowable exclusions for.monthly expenses some additional.emergency benefit eligibility criteria.are that households in good standing on.a budget plan that includes automatic.deliveries may not be eligible for.emergency benefits as their vendor will.continue to make deliveries to that home.households with prepaid commodity may.also not be eligible for emergency.benefits and household with credit.remaining under account sufficient to.obtain a delivery are also ineligible.for emergency benefits emergencies are.category are categorized by heap as.either life-threatening emergencies or.crisis emergencies life-threatening.emergencies must be resolved within 18.hours for Hiep eligible households in.crisis emergencies must be resolved.within 48 hours for heat eligible.households a life threatening emergency.is when the customer is out of fuel the.utility service is terminated or.disconnected and scheduled within 72.hours life-threatening emergencies also.include households with inoperable.heating equipment a crisis emergency is.when loss of heat is imminent this is.when the household has less than a.quarter tank of oil kerosene or propane.less than a 10 day supply of other.deliverable fuel types when the.households heat or heat related utility.services are scheduled to be terminated.additional emergency situations under.heat may also include households.requiring a propane tank deposit to.obtain a new vendor when the current.vendor has terminated the account and.removed the propane tank from the.property or when a household needs.temporary relocation emergency benefits.are paid directly to the vendor there.are no add-ons for emergency benefits.the emergency benefits are 675 dollars.for.kerosene or propane five hundred and.twenty-five dollars for wood coal or.other deliverable fuels one hundred and.forty dollars for heat-related electric.and this is when the electric is needed.to operate the thermostat or run the.furnace three hundred and fifty dollars.for natural gas heat only four hundred.and ninety dollars when natural gas and.electric are combined in four hundred.and ninety-four electric heat and this.is such as electric baseboard heaters.the maximum benefit per temporary.relocation is up to five hundred dollars.per program year and we allow up to five.hundred dollars per program year for.propane tank installation and deposits.applicants must contact their local.district either by telephone or in.person to apply for emergency benefits a.list of the local district contacts is.available on TDA's website and again.that website is wwl-tv a NYS gov slash.programs slash heap applicants may not.apply online for emergency benefits they.must contact the district directly so.moving on to the heating equipment.repair replacement component the heating.equipment repair replacement benefits.are available to assist eligible.homeowners and replacing or repairing.primary heating equipment that is.inoperable unsafe or detrimental to the.homeowners health the 2016-17 heating.equipment repair replacement component.will close on Friday November 3rd and.the 2017-18 heating equipment repair.replacement component will open the.following Monday November 6 this should.appear seamless to the applicant the.2017-18 heating equipment repair.replacement component is scheduled to.close on March 15 2018 or until funding.is exhausted in addition to all basic.eligibility criteria heating equipment.repair replacement applicants must also.meet additional criteria and document.the following the applicant must be the.homeowner.must have owned and resided in the.dwelling for the 12 months prior to the.month of application the heating system.that will be repaired or replaced must.have been the primary heating system for.the 12 months prior to the month of.application and households applying for.repairs and replacements may have up to.$3,000 in available liquid resources.there are allowable exclusions for.monthly expenses the maximum benefit.amount for heating equipment repair is.$3,000 per program year this may be.accessed several times during the heat.season but the total repair amount may.not exceed the maximum benefit amount of.$3,000 the maximum benefit amount for.the heating equipment replacement is.$6,500 per applicant household in a 10.year period only one replacement is.allowed per applicant and a 10 year.period but we do permit multiple repairs.year over year however if an applicant.is applying for several several repairs.we may eventually recommend replacing.the unit rather than continuing to.repair it applicants must apply in.person for a furnace for the ATR our.component at their local social services.district and in-person interview is also.required however every district has.caseworkers available to assist.homebound individuals apply in the.interviewed applicants may also.designate an authorized representative.to apply for these benefits on their.behalf so the cooling assistant.component these benefits assist eligible.low-income households in which a.household member has a medical condition.that is that is exacerbated by extreme.heat and we do this by providing an air.conditioner or fan to establish a.cooling room in the home the cooling.assistant component will open on May 1st.2018 and is scheduled to close on August.31st 2018 or until funding us until.funding allocated to this component is.exhausted.to be eligible for cooling benefits the.applicant must meet all basic.eligibility criteria in addition to.these basic eligibility criteria the.household also must contain a member.with a medical condition that is.exacerbated by extreme heat and that.condition condition must be documented.in writing by a physician physician's.assistant or a nurse practitioner the.household must not have been working.must not have a working air conditioner.that is less than five years old.and that is determined by the vendor in.the household must not have received a.heat funded air-conditioner within the.past ten years the maximum benefit.amount for labor in materials for.cooling benefits is $800 only one air.conditioner or fan will be provided per.applicant household in a 10 year period.the only exception to this ten-year.limitation is when the applicant.received a heat funded fan and then.subsequently moves into a home that.supports an air conditioning unit in.these instances the household may be.eligible to receive an air-conditioner.there is no additional bill assistance.net benefit for cooling and there is no.cooling benefit paid directly to the.client.[Applause].applicants may apply for the cooling.assistant component by mail fax or.in-person at their local Social Services.District and finally the heating of.women cleaning to benefit the heap.heating equipment clean and tune.benefits assist eligible low-income.households to have their primary heating.system cleaned and tuned this is a newer.component that we brought back for the.1516 hiep season and will operate again.for the 1718 program this benefit.assists homeowners to insure their.furnace is operating safely and at peak.efficiency.this component remains open at this time.for the 2016-17 season so again we ask.that you please reach out to anyone you.know who may benefit from a clean in.tune and have them apply at their local.social services district.the clean and tunes component for 1718.will open on July 2nd 2018 and is.projected to close on November 3rd 2018.or when funding allocated to this.component is exhausted.to be eligible for clean and tuned.benefits in addition to meeting all.basic eligibility criteria the applicant.must be the homeowner the primary.heating equipment must be more than 12.months old and the primary heating.equipment must not have been cleaned in.the past 12 months in cases where the.primary heat source is wood wood.products corn or coal the chimney must.not have been cleaned within the 12 past.12 months applicants with service.contracts that include clean and tuned.services are not eligible for heat.heating equipment clean and tuned.benefit the maximum benefit amount for.clean and tuned labor and materials is.$400 only one heap funded heating.equipment clean and tuned will be.provided per eligible household the.clean and tuned service must only be.performed on the primary heating.equipment a carbon monoxide detector.must be installed if one less than 5.years old is not present in the.household and a programmable thermostat.may be installed with client consent if.one is not already present in the.household no clean and tuned benefits.are paid directly to the applicant and.the cost of the clean in tune is based.on actual services provided by the.vendor applicants may apply for clean.and tuned benefits by mail fax or.in-person at their local Social Services.District in applicants may not apply.online for clean and tuned benefits so.for payments information on payments and.vendors.New York state issues heat payments.directly to our vendors payments are.authorized by each social services.district and paid centrally through the.office of the New York State Comptroller.OSC except in New York City vendors.outside of New York City have to payment.options and that is paper checks or.electronic deposits New York City sends.all payments to their vendors these.vendors are able to access a lot of keep.information online using the statewide.financial systems portal vendor portal.as well as the office of the state.comptroller's website the self-service.vendor portal is used by vendors to.access payments remittance information.and they may also use the portal to.update their contact information the.vendor portal may be accessed at the.following web address and that is WWF.fny govt vendors do have to enroll in.order to access the vendor portal and.vendors who need assistance enrolling.may contact the help desk by emailing.helpdesk at SFSU NY gov or calling eight.five five two three three eight three.six three vendor forms such as those.used for signing up for direct deposit.can be found online at the office of.state comptroller's website which is.available at the address on the bottom.of your screen and that's the OSC's.website WWF CCNY UF vendors and energy.suppliers who wish to participate in.heap and receive payments must sign a.vendor agreement and agree to abide by.the provisions outlined within the.agreements households receiving.assistance from heap will not be treated.adversely because of such assistance.under applicable provisions of state law.and public regulatory requirements.vendors must treat all Hiep households.in the same manner as their.other customers the New York State Heat.vendor agreement will not be revised for.this upcoming season in all current.vendor agreements on file remain in.effect for the 2017-18 program year.unless otherwise directed by OT da if.any businesses wish to become a new heat.vendor the heat vendor agreements are.available on Oh T DA's website this page.also contains OTD a vendor change form.for any current vendors who would like.to add additional services to their.current vendor agreement such as adding.clean and tune or additional service.areas and that is the website for our.vendor agreements so that's all I have.for our presentation I think we're going.to open it up for questions.yes thanks so much to our presenter.Emily urban of the New York State Office.of temporary and disability assistance.heat Bureau providing us with all of.this amazing important information thank.you so much that's a lot to take in so.as a reminder to webinar attendees you.can ask questions of the presenters via.the Q&A function so in the lower portion.of your screen you'll see a section of.your screen designated for Q&A going to.ask your question by typing it into the.Q&A text field and then click send and.I'll communicate these questions to our.presenters here in the room and they can.respond so we do have a number of.questions that came in already so we'll.move through these questions I'll try to.sort of categorize them we have a couple.of questions that came in asking for.clarification on the programs some.definitional questions and then some.sort of user specific questions so to.start can you just clarify exactly what.a regular heat benefit is is this a.one-time payment that goes to recipie.the recipients energy vendor that's.correct a regular benefit is a one-time.payment it does go directly to the.person.so either their deliverable heating.their deliverable heating fuel or to.their utility company thank you and then.some further clarification is needed.about the three programs that you.mentioned you mentioning the heat.program the Home Energy Assistance.Program also something called the Home.Energy repair and replacement part of.the program and additionally the clean.and tune can you please clarify how.those three programs are related okay.the first one just how the heat hter are.and clean and tune are they the same.program are they related programs.they're all interrelated obviously.they're all covered underneath the there.different components of our program the.Home Energy Assistance Program you have.a regular benefit as Emily described the.emergency heating equipment repair and.replacement is a standalone component.it's designed to assist low-income.homeowners in replacing or repairing.their primary inoperable heating system.the clean in tune is covered under under.our regular component because it's not a.crisis or an emergency benefit so it's.covered under the regular but it is an.additional benefit under the regular.component to once again assist.low-income homeowner applicants and.getting their primary heating equipment.cleaned and tuned to optimize the.efficiency and to maximize the fuel that.we're providing through our bill.assistance through heap so we want to.get the best burn for the buck so to.speak did that I hope that helped a.little bit I think so thanks very much.a number of definitional questions have.sort of come in a lot in the same spirit.so can you explain what you mean by a.heat and each benefit okay heat need.benefit New York State is one of eight.states nationwide that offer a benefit a.heat benefit to snap Supplemental.Nutrition Assistance or food stamp.recipients what this does is it.maximizes when they're doing the budget.for snap if somebody had doesn't have an.out of pocket or they're not paying.they're not a homeowner so they have an.obligation to pay a vendor for their.energy by receiving a heat benefit a.nominally benefit this used to be the.dollar benefit prior to the change in.the farm bill that mandated that if.states were going to do a nominal.benefit it had to be at least twenty.dollars in a penny so New York State in.an effort to maximize the amount that.low-income recipients of snap are.receiving as part of their food stamp.allocation or allotment their grant this.enables them as part of the budgetary.component to get the maximum or highest.standard utility allowance and it goes.into the calculation of their food stamp.benefit and it maximizes their for.maximizing their benefits for snap and.once again it's about coupling as much.as we can to assist and package our.benefits to an assist low-income.households thanks for that clarification.Emily could you please show the income.eligibility chart again can you get that.Twp for offshore and in the meantime a.question came in about what does.disabled how it's disabled defined by.heat.great thank you that income eligibility.chart is on the screen for our whole.days okay.permanently disabled by heap it's code a.SSI or permanently disabled receiving a.disability through Social Security SSD.so SSI or FSB through social the Social.Security Administration thanks we have a.couple situational um situational.questions come through but first can you.please explain the variation in some of.the benefit amounts for example what.accounts for the variation in benefit.amounts for electric users between the.regular component and the emergency.component I think the the notice was.that the emergency benefit for electric.users is on par with the regular benefit.so maybe just explanation about how.those are determined okay for FF y 18.the 1718 program year what we looked at.our benefit amounts we looked at our.potential allocation we also through our.performance measures reporting which is.a mandated federal report that started.during a fight 16 what was 15 15 program.year that required all grantees to.collect consumer consumption data from.the five largest Public Service.Commission regulated utilities and the.ten largest oil kerosene propane.companies which ended up being our three.other categories of the highest levels.of assistance that we provide so we.looked at that we sent out information.regarding our clients and we collected.back their consumption data for the year.for those particular clients dealing.with those particular vendors and we.calculated their energy burden ratio and.part of performance measures is one it's.the consumption.how much did they use what was their.income how much of their income was used.towards their energy purchases but it.also indexes our benefits and what that.does is it compares the various benefits.for those fuel types against those other.fuel types to see what the energy burn.ratio was and how it was preheat and.post heat and then in the analysis of.this data we looked and we're certain we.were seeing energy burden ratios our.index obviously for our oil carrier and.propane was out of out of sync with the.other benefits and it was really easy to.see once we have this tool in front of.us so we looked at it and we saw the the.population that we were capturing the.information last year was our case type.60 which is a heap only case not a snap.case not a temporary assistance case so.generally those are our higher income.threshold households that we assist and.those were the only households that were.included in the collection last year and.what we saw was that our oil kerosene.and propane customers their average.energy burden ratio was almost 13% as.opposed to the on the gas and electric.side that varied between five and seven.percent so what we did was I include.increasing that benefit amount by $100.we know we will bring those households.down to an energy burden ratio of.between seven and nine percent which is.something that we were fiscally able to.do and what we can why we sustained the.remaining benefits at the 1617 level was.not to hurt the households but knowing.that we hadn't captured our full.universe of the population that we serve.and we know that generally our case type.60s although we do have some that come.in at one.thirty percent of the federal poverty.guideline these are more like a hundred.and fifty percent of the federal poverty.almost sixty percent of state median.income so those are our higher threshold.so this year we're capturing data for.our ta and our snap households and those.income thresholds are one hundred and.thirty percent of the poverty guideline.so knowing that we're dealing with our.higher income population we can only.extrapolate what the impact would have.been had we reduced those other benefits.to make them comparable across the board.so we didn't want to negatively impact.our lowest most vulnerable population by.reducing it but at the same time we knew.that when we get the data from that.population we know their energy burden.ratio is going to be when you start.talking seventeen to twenty percent.energy burden ratio I think anybody if.you just everyone can look and say what.would that do to your household budget.and we all know that the governor's.state-of-the-state the governor the rev.revitalizing the energy use division in.the state one of the goals was to bring.everybody down to eight six percent or.CB a five percent energy burn ratio this.is towards that effort and I think will.meet that goal.we'll be able to sustain the benefits.and those households that we have keep.them stable not hurt them but we will be.able to assist more households with a.greater benefit all right thanks for.that explanation sorry to be so.long-winded are you a user specific.question is a customer that has an.electric nan heating account with the.utility and receives a renters benefit.eligible for the one hundred and forty.dollar emergency heat grant also.potentially yes they potentially could.if they are they are a customer with an.electric they could get a shut off.situation we would look at their.resources obviously we always.look at income based on household size.we look at the resources they could have.upwards to two or three thousand dollars.in resources a household that is.everyone gets two thousand a household.that has a household member who is age.sixty year older would get a three.thousand dollar resource exemption and.another specific question how does one.arrange for a home visit from a DFS.worker for the heating equipment repair.and replacement program on behalf of a.client who is an older adult you could.contact your local Department of Social.Services and isn't there a list of those.online on the OTD a heat website yes.there is okay and is there also a list.on that website of oil heat vendors that.participate in the program or where.might one finds a list of participating.oil heat vendors our participating.vendors are housed in a website called.heap oil and that is available on ot.DA's website as well a link to that.thank you and that is broken down by.county okay so in the case that someone.had their furnace replaced through the.heating equipment repair and replacement.program would they be eligible to.participate in the clean and towne.component the following year as long as.it was more than twelve months or more.after the original heating equipment.repair replacement then possibly yes if.they meet all other eligibility criteria.at that time but it would have to be.twelve months after the original.benefice okay and which is the best.method of application for a household.with a crisis emergency well it would.depend on what their accesses to the.Department of Social Services certainly.the best way to apply for an emergency.benefit would be over the phone because.the worker can complete that application.with the.applicant right over the phone they do.not have to come in or assign the.application they would have tests for.their resources and then they would.hopefully be able to get that benefit.going that same day but if the applicant.prefers they can go to the Department of.Social Services in person and imply with.a worker there if I could just add on to.that the telephone application process.is available to individuals who excuse.me.already received that emergency benefit.and then they can call in because what.happens is we build on the regular.benefit the 3421 regular application is.about household energy sources household.members household income and then the.thirty five twenty thirty five ninety.four B emergency benefit budget.worksheet which is taken over the phone.and attested to is based off of that a.regular so if they haven't received a.regular benefit and they're in a crisis.we're going to try to utilize the.regular benefit and a regular benefit.process for application prior to getting.into an emergency if the regular is.closed and the emergency component is.open we will still take that application.but they will have to fill out a regular.app even though they're not filling out.applying for a regular benefit just to.get the income and household.documentation and then the 30-foot for.594 B emergency benefit budget worksheet.to get that asked test station for the.resources and in the case when somebody.has participated in the heating.equipment repair and replacement program.and let's say if there is a complaint to.be made is there a resource or recourse.for those clients who have been trying.to reach out to their vendors but are.not having much luck we would ask those.people to contact their local Department.of Social Services and then they would.contact us at the state if needed yeah.that's the.it's a sort topic with me if you're.having an issue with a a grr.installation that we did and it was one.of our participating vendors ot da.definitely wants to know one we want to.know to make sure that we can open.ameliorate that individual situation but.a bigger question bigger picture is this.vendor does this vector fit into the.Home Energy Assistance Program and it's.the Home Energy Assistance Program a.good fit for their business model.because maybe they're not the vendors.that we want to have participate.generally what I find is that once we.reach out to the vendors they are pretty.receptive I'm concerned that if this was.a client that called the vendor we we.like to preserve that customer client or.you know the customer vendor.relationship we do pay for it but we.like to sustain that relationship and.generally our vendors are really.responsive to our customers in the event.that we have a vendor that's not.responsive we want to be involved so we.can intervene to make sure that we're.getting it's ultimately about the health.and safety of the household and so if.there's an issue with the furnace I.don't want to use we don't want to use.if there's an issue it's not done to.code it's not safe and it's not the.manufacturer specifications so that's.one of those things you really hit a.nerve with me if you can't tell already.but we want to know districts need to be.aware they'll contact ot da and we will.make sure that that's taken care of and.if that client had that bad experience.we don't want another client to have a.similar experience thanks Andrew another.vendor oriented question from a.participant who manages an oil heat.Association in New York City they're.looking for any handouts or resources.that you might have for their dealer.members or some sort of contact in New.York City and if.possible to link to the Heat website or.the OTD a web website on their website.if you don't mind I'll take that I know.John Maniscalco retired and I think it's.Rocco is the new John Maniscalco if I.remember correctly.Rocco if you're going to have a member.meeting generally I think you have one.down in Queens about this time of year.if you're well if you are inviting ot da.to come down and present to your members.please you have my telephone number.reach out to us and we will be on site.and as far as material yes we are having.vendor meetings those vendor meetings.there's about six of them scheduled they.start later this week I hope your.members have been notified at this point.if you haven't your association I.apologize I know I promised you last.year we would so I do apologize if we.did if we were delinquent in that but.reach out and we'll give you whatever.you need a question came in earlier not.about vendor meetings but about client.service provider meetings it looks like.there were some notices on how to get.information sent out to client service.providers this webinar was on that list.along with some webinars hosted by your.team and also an in-person meeting is.the information being shared at those.events all ubiquitous or should people.plan on attending all three if there's.an in-person meeting if you're talking.about Suffolk County I know there was.one in Sullivan County and I think we're.going to Rocklin shortly.those were the three counties that we're.hosting their local vendor meetings any.local vendor meeting that you're invited.to I strongly suggest you go to there.are subtle nuances we operate one.program statewide but there.subtle nuances between different.districts and I always like to say put.the name the face let's let's uh press.the flesh and let's build these.relationships it's really for me to have.a vendor meeting is a great thing I'd.like to have a face to face because you.never know I may have to be that guy to.call you and say I need a delivery and.you need a customer and it's probably.going to be on a Friday afternoon at 3.o'clock I'm going to have you go up a.hill that's covered with ice and it's.snowing out but you know what it's.really going to be really hard for that.vendor to tell me no when we have that.relationship we've cultivated something.we work together so it should you attend.the meetings the face-to-face in the.local districts if you were one of the.districts that were invited or one of.the districts invited to one of the.districts that are holding a meeting.please go to it our vendor meetings you.only need to go to one conference call.one conference call every one of those.six conference calls will be the same.thing you might we should report it and.put it on a loop but you never know.different things are different it's.different you get different questions.and they're a little dynamic but if you.went to one conference call and one.in-person meeting that would be amazing.and you will have the information and.the tools provided to you so that.everybody is on the same page that we're.working collaboratively we all we deal.with the same population we all have the.same mission we come at it from a little.different angles but we're all necessary.parts of the puzzle.a question regarding the emergency.benefit you had mentioned there was a.required timeframe in which a household.emergency must be alleviated can you.please repeat that for a crisis.emergency a crisis emergency for an.eligible household must be resolved.within 48 hours and for a.life-threatening emergency on a heap.eligible household that emergency must.be resolved.within 18 hours thank you and when will.the heating equipment repair and.replacement program components be.opening again all right so the 2016-17.component will be closing on next Friday.November 3rd and then it will open again.for 1718 the following Monday November 6.so there really.there will be a break over the weekend.but the local department of social.services are not open on the weekend so.it's really it's going to be year-round.it will close on Friday and will open.the following Monday thank you when will.clients receive the 30 day hold on their.accounts after basic heap approval will.it be delayed or immediate upon approval.and this is assuming that the client.does not have a disconnect notice at.application if a client is not in an.emergency situation we would wait until.that benefit is paid to the person's.utility vendor or heating vendor and at.that point I guess in this case we're.talking about a utility because we're.talking about 30-day hold at that point.when the vendor receives that.notification that the person is eligible.for a regular heat benefit they would.then put it on the account so no it.would not be as soon as they apply for.benefits or when they are approved it's.when the vendor receives the payment.unless unless that household is in an.emergency at which point the districts.will go on to the website for the.utility and post that payment up to be.able to forestall any shutoff and to.provide 30 days potential 30 days.prospective service okay a further.question about the heat and eat.component so the clients that are.currently receiving Supplemental.Nutrition Assistance benefits or SNAP.benefits are they aware or does a letter.go out to inform them.that they qualify or will receive a heat.benefit when those heat me benefits are.released it works the same as any other.regular benefit the client is notified.by mail with a letter indicating that.they are receiving that $21 heat benefit.so yes they are notified in writing of.receiving this and as part of their.application for assistance they are.consenting to have their eligibility for.regular heap calculated through our NASA.authorization or Auto pay process and.folks can bear with me for just one.second while I get hold of the rest of.the questions that have come in here.does he prefer referral to be sent to.the weatherization program assistance.start to the preservation program.agencies how does the referral work so.when a household is eligible for a.heating equipment heating equipment.repair replacement component the.districts are required to complete that.WAP number 37 referral form and that.would get sent on to the local.weatherization program in that program.area where in that district so yes that.is a required form for heating equipment.repair replacement okay thank you a.question about how the cooling program.works for residents of section 8.departments so in the cooling program.residents of section 8 buildings are not.eligible for that program is that.correct.correct okay the question is can we.allow the seniors who live in section.eight apartments downstate or also up.States be eligible for the cooling.program and the question gets cut off so.I pause that and unable to see the end.of that question but can you respond to.that I'll try to the cooling program is.that it is a very finite program.and it's designed to help these most.vulnerable population we have and that.is a household with a member that has a.metal documented medical condition by a.doctor nurse nurse practitioner that.they have a medical condition that is.exacerbated by extreme heat it's a very.specific benefit for a specific targeted.group and very vulnerable we have a.limited amount of funds that we allocate.to that component and that is how we are.able to target a limited amount of funds.to the most vulnerable populations that.we have with this benefit there are also.other potential cooling benefits.available New York City has a cooling.program that is not part of heat.anybody who has Medicaid a lot of our.policy is very similar to the Medicaid.policy that an air conditioner could be.viewed as durable medical equipment for.a household with a medical condition.that's exacerbated by extreme heat so.there are other avenues there are.potentially other.ways of households to be able to obtain.cooling services but the heap cooling.services as I mentioned it's very.specific it's targeted at a very.vulnerable population for a very.specific reason thank you Andrew if we.could please show again the page where.the application link is located Emily if.you could just to that up it might be.around page 31 or page 32 so our.participants can get that specific.information sure thanks oh go ahead.thank yep that's where all this China.was to do nothing.www-why benefits and why gov okay and.please bear with me for another minute.one take a look through and locate the.questions that remain our rental tenants.eligible for the heating equipment.repair and replacement program in order.to be eligible for heating equipment.repair replacements the applicant must.be a homeowner must have owned resided.in the home for at least 12 months okay.Michelle while you're going through your.questions yeah mine I'm going to put a.challenge out to everybody on the line.every time I was having staff present.this year I'm asking if everyone that's.within earshot refer one knew never.received heat applicant to the program.this year every year I hear I know the.statistic.you can everybody can look at the PSC's.website they keep saying 2.8 million.potential eligible low-income New.Yorkers last year two years ago we were.at 1.3 million households served with.the he program last year were a little.over 1.4 million households we're seeing.a net we're going up I'd like to put out.a challenge that everybody on the call.refer somebody to the program this year.I'd like to see our bet our household.served numbers go up because what we're.trying to do is package our benefits.whether it be to give them the best.benefit weekend through heap best.benefit weekend through snap.collaborating with weatherization and.with H with NYSERDA to get you know dhcr.and I started to get weatherization or.empower services and package this as.simply as we can and administrative.LeMay kit as administratively easy for.our customers to come in and be provided.with a myriad of benefits all that we.have to offer without having to go to.one agency another agency let's see what.we can do and that ultimately anybody.who is receiving a heap benefit we.potentially can refer them into the.utility programs for a utility low.weight low income discount program and.that we're talking about this this is.real money when you couple these.benefits together it's really bringing.these households up and it's more so.than just giving them a Heath benefits.giving them food stamps or giving them a.home that's efficient it's about the.health the safety and it's about the.going around is also about school.attendance it's about child health it's.about long-term staying in your house.how can seniors stay in their house.not get put into a nursing home or into.another facility these are all.complementary services that you know I'm.glad that the dialog in the state has.turned not to work in silos but how can.we work collaboratively and have our.programs that all have similar centric.missions complement each other so I'm.really I'm excited and I'm happy to be.here to be able to say I'm challenging.you all give me one referral I'd like to.see my household served number go up I'd.like to see it go up until we don't have.any money left and then we can go to the.man in Washington who says our program.is low-impact and explain the impact and.explain not only is there an impact but.we need more money in New York so help.me do that help us help our household.and let's do this together.thanks so much Andrew we do have a.couple more questions that came through.if you guys are amenable to answering a.few more sure do you have any.information about the heath 365 for snap.upcoming or is that premature I'll take.it 365 365 is what we've named it.internally so this is a this is a good.good question some you must be listening.up there ear to the ground 365 is we are.we have proposed in our plan that was.accepted by HHS submitted on October 4th.and accepted by HHS we do have one post.award compliance issue that we need to.deal with.thank you sorry about that so in our.plan we have put in that after our.regular 2017-18 program closes let's.just say hypothetically March 15th the.program closes for application intake.for the regular benefits we will have a.nominal benefit component that will.remain open very specific to snap.households that have heat included with.the cost of their shelter and we will.provide them with a nominal $21 benefit.if those households are entitled to more.than that $21 benefit they will have.that the balance page during the.September f FY 19 Auto pay and so this.will be in advance on their future.benefit and what this does is it ends.the gap period between the time that.households apply for snap and the time.that they get the highest standard.utility allowance which maximizes their.food stamp allocation so if we close in.March and don't open until November.that's the gap I'm referring to this $21.benefit that will be generated it will.be prompted by the system for new.applicants and research for snap if they.haven't received the heat benefit in the.prior program year the last thirteen.months they will be prompted to.authorize a nominal benefit on those new.or recertifying households that hadn't.received the benefit enabling those.households as I said to not have a gap.period of up to six months where they're.not getting let's just say maybe another.hundred and thirty dollars in food.stamps so over six months we can see.what the impact.on a household of not receiving almost.$800 in SNAP benefits so what we're.doing is we're maximizing their snap.benefit right up front and we're doing.so by authorizing a nominal benefit from.the time that the regular program closes.until the new program opens thank you a.question about the website is the.website curves and hasn't been updated.for the new heating season not yet it.will be it will be updated for the.opening of the regular component.households right now not to talk about.the website but it will be updated the.application will be available online and.my benefits the link to apply online.electronically through my benefits WWE.benefit NY gov did I say W my benefit NY.again apply that will be available.program opening they can download it.from access NYC they can download it.they apply online through my benefits.WMI benefit NY gov or they can contact.their local Department of Social.Services and get it early outreach is.already happening right now and we sent.out applications at the end of August to.households that contain a vulnerable.member that received the benefit last.year those households that received an.early outreach application through the.mail they can go to them send up my.benefits dot and why dot up right now.and complete that back they were given a.PIN number to get into the system early.but those early average applicants can.currently apply our website will up be.updated for the program year and the.applications will be available on.4:13 to the general public is there any.education component to this program we.do have brochures and there's some.information our caseworkers at the local.level are our frontline workers and they.as part of their normal course of.business do try to educate customers I'm.not going to say that we educate them.anywhere near as much as what my sir is.doing but there is an educational there.is a budgetary component to try to make.household as self-sufficient as possible.I don't want to diminish the work that.our local districts local district.Services officers do because they can.amazing work and they're doing wearing.multiple hats and they're trying to like.I said the packaging of the program to.try to promote and sustain.self-sufficiency is the goal of social.services thanks Andrew we can take in a.couple of more questions we have a.little bit more time on the clock so.it's an additional any additional.questions that you want to submit please.go ahead and use the Q&A chat function.to submit those questions in the.meantime can you please repeat the.definition of a vulnerable household.member a vulnerable household member is.somebody who is aged 60 or older younger.than age 6 or disabled as defined by.heat okay Thank You Emily we don't have.any more questions in queue we tried to.get through most of them if not all of.them and another sort of specific.question about rate has hit the queue so.the electric regular benefit was $350.and the emergency is 409.that's the variance that that was.requested some explanation on so why is.that emergency benefit more than the.regular benefit is the clarification.that's being requested when we open up.the emergency component we have an.additional benefit which is our heat.related electric and that is for.households that have electric that runs.their furnace or their thermostat and so.those households who have a shutoff.notice from their utility company they.may be eligible for that one hundred.forty dollars on its own if they pay.separate further electricity that runs.their furnace or their thermostat so.when we get into electric households.they're paying for all of that together.so they would get their normal three.hundred and fifty dollar benefit and.because they're electric also runs their.furnace and their thermostat then they.would get the additional one hundred and.forty dollars combined with that three.hundred and fifty so that's why the.emergency goes up by 140 thanks so much.an additional question regarding some of.the qualification so the requirement.that the applicant must have owned the.dwelling for the 12 months prior to the.month of application and the heating.system must have been the primary system.for the prior 12 months are those found.in the regulations and how are they.imposed they're found in the heat manual.it's the state and heap of policy and.it's the triple 12 rule and I'll just.clarify the the twelve months on the.operational furnace it didn't have to be.operational for the complete 12 months.they just individuals are asked to.document that that.their primary for some portion of the 12.months because maybe it broke six months.ago they were unaware of the program and.then they came and applied so that it.enables us to make sure that we're.assisting those households great thank.you and if you don't mind repeating for.one of our participants is the heat 365.program a definite or are you waiting to.hear back that will be approved for the.spring summer it is in development we're.making system modifications our snap.Bureau is putting out regional training.it is approved our our plan is submitted.and accepted HHS doesn't really approve.our plan it's a block ramp and unless.it's unless our policies under the Block.Grant are clearly erroneous we are able.to operate our program as we establish.in our state plan thank you we don't.have any questions in the queue I'm.going to silence the line for just about.30 seconds and give one
